Tokyo 23 Wards New-Build Condos: Overseas Acquisition 3.5%, Ministry to Monitor Price Impact

Japan's Ministry of Land, Infrastructure, Transport and Tourism released its first survey based on real estate registration: in Jan–Jun 2025, the share of new condos in Tokyo's 23 wards acquired by persons with an address abroad was 3.5%, and 4.3% in Osaka City. In the six central wards (Chiyoda, Chuo, Minato, Shinjuku, Bunkyo, Shibuya) the share was 7.5%, with a tendency for higher ratios in the center. The ministry does not consider overseas acquisition a main driver of price surges but will continue to monitor trends.

By country/region in the 23 wards, Taiwan had the most acquisitions (192), followed by China (30) and Singapore (21). Minister Kaneko said the ministry would "continue to monitor trends as a notable increase has been observed recently."
